The project consists of extending sewer service across the railroad tracks near and along Beaumont Road to approximately 290 acres of land along Old Mountain Road between Shadwell Drive and Beaumont Road. In addition to the installation of approximately 1,250 linear feet of new sewer lines, the project consists of two 12-inch sewer extensions: one running along Beaumont Road and the other crossing beneath the Norfolk Southern Railroad.

The project initiative is a collaborative effort between the Authority and Roanoke County that focuses on infrastructure improvements aimed at expanding sewer access to support the County’s land use planning and future development goals in the area with funding facilitated through the American Rescue Plan Act (ARPA).

There is an accompanying water improvement project. 

The project is expected to be completed by Fall 2026. 

WHAT TO EXPECT DURING CONSTRUCTION

1. Initial Excavation:  The Contractor will mobilize and excavate a trench for the new sewer pipe.

2. Pipe Installation:  The Contractor will install new sewer pipe in the trench.

3. Trench Backfill:  The Contractor will place stone/soil material in the trench around the sewer pipe and compact up to original grade.

4. Paving Patch:  The Contractor will patch any trench where cuts are made in the asphalt with a temporary base asphalt mix and at the end of the project final asphalt restorations will be completed if required by the locality. In some cases, the local agency (VDOT or locality) will have plans to mill and pave themselves.

5. Final Restorations:  Restoration of the project will be addressed as construction efforts are completed and in coordination with weather conditions. Contractor will be required to come back to re-seed and grade (if necessary) within one year of project completion.

Q: Will I be notified before construction begins?

A: Yes. There will be multiple communication efforts between design and the beginning of construction. Information will be available on the WVWA webpage and also provided through the automated phone system.  

 Q: Will my driveway be accessible during construction?

A: Yes. We will be providing access to driveways through the duration of the project. We will work with property owners and businesses to coordinate the work schedule to meet your travel needs.

 Q: Will I lose service during the construction?

A: Our plan includes installation of the new line while leaving the existing system in place. There may be short periods of service interruption in the event that the existing system is damaged: however, providing continuous service throughout the construction phase is our goal. You will be notified of any planned or unplanned disruption in service via the automated phone system.  

Q: Is there anything that I will see that could be confusing?

A: During construction, a new service line will be installed next to the old one. You will still be on the current system until the project is fully complete. In some cases, there can be 30-60 days between service install and the switch to a new system.

 Q: How will restoration / repairing damage to grass be handled?

A: Any alteration to your property will be restored as soon as possible based on the project schedule. There will be WVWA representatives on site to communicate with property owners about when the restoration will occur and to address any questions that you may have about the project. Contact information for WVWA representatives will be communicated before work begins.

 Q: Will travel be impacted (cars and or school buses)?

A: A Maintenance of Traffic plan will be developed by WVWA to provide constant travel access in the project area throughout the duration of the project. Maintaining school bus pick-up and drop-off routes and schedules will be a priority.
